Help America Vote Act (HAVA)

The Help America Vote Act was signed into law in 2002. The law mandated federal election requirements such as the replacement of outdated voting equipment, the creation of centralized statewide databases of registered voters, and improvements to the administration of elections. Currently, the HAVA unit administers several federal grants that provide funds to County Supervisors of Elections offices.

Federal Election Activities Grant Information

The Florida Legislature makes an annual appropriation from Help America Vote Act Funds. Federal Election Activities Funds are allocated and distributed to the Supervisors of Elections based on a formula using the number of active registered voters in each county as of the last General Election’s book closing.

Supervisors use these funds for one or more of the following categories: voter education; poll worker training; standardizing election results reporting; and other federal election administration activities as approved by the Department of State.

US Department of Health and Human Services (HHS) VOTE Program Grant Information

HHS VOTE Program grant funds are provided to assist with making polling places accessible to persons with disabilities. These funds are allocated to counties based on a formula that uses the number of polling places used during the last General Election.

Funds can be spent in any of the following categories: making polling places accessible to individuals with disabilities; providing access and participation to individuals with disabilities at polling places; training election officials, poll workers, and election volunteers on how best to promote the access and participation of individuals with disabilities in elections for federal office; and providing individuals with disabilities information on accessibility of polling places.
